病気や怪我によって入院を余儀なくされた児童生徒は、教育を受けようとする場合、院内学級に転校しなければならない。しかしながら、医療技術や治療方法の向上によって、児童生徒の入院期間は短くなり、転出と転入が頻繁に繰り返されるため、教員や保護者の事務的負担は大きくなる。文部科学省は二度の通知で事務手続きの簡素化を訴えているが根本的な解決にはつながっていない。そこで本稿では、児童生徒が院内学級に入った場合に、学籍の移動は行わず、二重学籍もしくは副籍の仕組みをとることを提案した。 |

Children who have been forced hospitalization by illness or injury, in order to get an education, must change schools in the hospital classroom. However, by the improvement of medical technology and treatment methods, duration of hospitalization of children is shortened. For moving out and moving in is frequently repeated, administrative burden of teachers and parents has been increased. The MEXT has simplified the administrative procedures twice, but the revisions did not provide a fundamental solution. In this paper, it is proposed that when the children chose to enter a hospital class, the movement of the student register is not carried out, but rather a double- or vice- registration is done. |
