| 内容記述 | 今日、費用便益分析など、かけたコストに対するベネフィットを数値で定量的に評価する行政評価が、全国的に行われるようになっている。こうした中で事務事業にあたる行政評価についてはとりわけ市民からシビアな目で見られる傾向が高い。これは財政事情が逼迫している自治体が多いことも大きな原因にある。鎌倉市では、平成19年度は、行政内部による施策進行評価を政策・施策体系の評価可能な27全分野で展開するとともに、外部評価者である鎌倉市民評価委員会による施策進行外部評価を4分野で実施した。本稿は筆者が専門評価委員(行政評価アドバイザー)として外部評価に参加し、担当とした2分野(産業振興分野・生活環境分野)に関する評価内容について報告することを目的とする。この結果、生活環境分野においては、ごみ減量などにおいて一定の効果があり、リサイクル率で2年連続全国一位となるなど高い評価が与えられること、産業振興においては農産物の鎌倉ブランドなど登場してきているものの基幹となる産業が少なく課題が多いことが明らかとなった。 | |||||||||

| 内容記述 | Recently the cost benefit analysis to measure the political performance by measuring the effectiveness of individual projects is widely seen in Japan. Especially the actual social project which spend much money tend to be evaluated severely. These trends are due to the regional government's financial deficit. In Kamakura municipal government, inner political evaluation was executed in all 27 fields in 2007. And also an external estimation was done in 4 fields. This paper reports the industrial and environmental policy in which I participated as an external political adviser. Concerning the environmental field, it was unanimously estimated that the garbage recycle ratio was best in Japan in 2004 and 2005. In the industrial field, although "Kamakura brand" which makes agricultural products is becoming popular, main industries are few and it became clear that there are many problems. | |||||||||
