The Central Council for Education submitted reports (No.184 and 186) with the aim to promote “School as a Team” and emphasize the need for “Curriculum Open to Society” through efficiency-enhancing “Curriculum Management.” We have discussed the concept “School as a Team.” It should be noted that there are expectations to enrich pupils’ educational activities in close cooperation with many people. Next, we have explored what approach would be effective for collaborating with communities based on our survey conducted on 16 primary schools in a certain city. It appears natural to conclude that efective “Curriculum Management” could be improved by promoting significant knowledge concerning school activities and regional resources and by enhancing teachers’ abilities to cooperate in communities and schools.
