This paper begins by reviewing past and present measures taken by schools to address the psychological/emotional problems of children. It then attempts to examine and clarify the role and expertise of teacher versus counselor, focusing on the keyword \"counseling mind\", a phrase used in Japan meaning \"understanding and acceptance\".
